Some of his most noted research contributions have been on the ‘Systems of Innovation approach’, the ‘Swedish Paradox’ and ‘Innovation Policy’. His early contributions to the ‘public procurement for innovation’ literature are among his most cited works to date. The various systems of innovation approaches have nine common characteristics: innovations and learning at the center of focus; holistic and interdisciplinary; historical perspective; differences between regional systems (no optimal system); interdependence; encompasses both technological and organizational innovations; institutions are central; conceptual ambiguity; and conceptual frameworks rather than formal theories.

It is an appropriate framework for the empirical study of innovations in their contexts and is relevant for policy makers. Systems of Innovation book.
